Migration and Cutover Advisory Group (MCAG)
The Migration and Cutover Advisory Group (MCAG) was established to govern and advise on migration and cutover activities necessary for delivering the MHHS Target Operating Model (TOM) and agreed Programme plan.
The MCAG was established in February 2024 and works closely with other Level 3 Governance Groups and report into the Programme Steering Group (PSG).

This Advisory Group was formed following the restructure of the former Testing and Migration Advisory Group (TMAG). You can view historic TMAG meeting papers, minutes, and headline reports on the Historic Governance Groups page of this website.

Migration Working Group structure

Migration Level 4 Working Groups
Level 4 Working Groups are open to all Subject Matter Experts (SMEs) in the specific topic area.

Migration Working Group (MWG)
The MWG is responsible for developing the migration strategy, framework and processes from an operational perspective. This is informed by the end-to-end (E2E) MHHS Design and the process required to migrate an individual Meter Point Administration Number (MPAN) from the existing arrangements, over to the new arrangements.
The MWG will also develop the approach to test the migration processes in terms of roles/responsibilities, resourcing, governance, test management, entry/exit criteria, test tools, test scenarios and assurance.
Output from the MWG will consist of: the Migration, Cutover & Data Strategy, the Migration Framework, Migration Testing Approach and Plan Further migration documentation as appropriate.

Settlement Timetable Expert Group (STEG)
STEG is a technical expert Subgroup, responsible for developing and delivering work related to implementing the new Settlement Timetable (Milestone M16: Cutover to the new Settlement Timetable).
The MHHS M16 Programme milestone introduces a new Settlement Timetable that:
- Reduces the Final Reconciliation (RF) period from 14 months to seven months, and subsequently to four months
- Changes the first financial settlement run (SF) from 15 Working Days (WD) to seven WD
- Develop and define the data and criteria required to support decision-making at the Transition Design decision points
