Migration
The goal of the MHHS Migration phase is to migrate Meter Point Administration Numbers (MPANs) across the UK to the new settlement arrangements fairly without adversely impacting the industry or consumers.
The phase is complex and works towards a fixed timeline to ensure that the legacy settlement arrangements are not maintained for longer than necessary. During this, we need to manage migration activity within capacity constraints as well as ensuring fair allocation of capacity across the industry. As the process works with Central Services' limited migration capacity, it is imperative that any flexibility provided regarding capacity is in line with any scheduling constraints.
To manage these complexities and to set up MHHS Migration for success, the Programme developed the Migration Framework. This framework has been agreed by the industry and provides guidance for Migration Control Centre (MCC) activities, and sets out the migration process and governance. The purpose of the MCC is to coordinate migration, support and advise participants, whilst maintaining controls to ensure compliant migration practice and safeguarding daily thresholds, to ensure successful completion of Milestone 15 (M15) by the baselined date. Qualifying Suppliers will be provided with submission templates which provide maximum capacity allowance on either a daily or weekly granularity, depending where participants are on the migration cycle. Depending on the size of the supplier portfolio, there are different rules that suppliers need to follow when completing a submission template. To ensure a successful migration, participants should familiarise themselves with the technical processes outlined in the Migration Design Artefacts, available on the Migration Design page of this website, as these are the processes participants need to follow to successfully migrate their portfolios into the new MHHS arrangements.
Migration governance is structured with the Migration & Cutover Advisory Group (MCAG) as the Level 3 Advisory Group and the Migration Working Group (MWG) as the Level 4 Working Group which sits beneath it. Milestone 14 (M14) - Deadline by which all suppliers must have the systems and services in place to accept MPANs under the new Target Operating Model (TOM). From this point MPANs cannot be moved back into the Non-Half-Hourly (NHH) regime on change of supplier. Any suppliers who have not put these arrangements in place will not be able to take on new customers.
All suppliers must be MHHS Qualified and Service Active, to comply with this milestone. Please note this is a deadline, so the milestone is not necessarily contingent on supplier readiness and suppliers will lose the ability to gain new MPANs if they are not compliant.
M15 - Completion of implementation activities including 18-month migration. All suppliers must have migrated all MPANs into the new arrangements.
All MPANs in the market should be in the ‘Acceptable’ states as per the M15 Acceptance Criteria which you can view on the Migration Baselined Documents Repository page of this website. Failure to meet the M15 acceptance criteria will result in escalation within the MHHS Governance Framework.

Kestrel
To facilitate Migration planning and execution, the Migration team developed a Migration Planning and Management tool, called Kestrel.
Suppliers will use Kestrel to submit their Migration plans, and its reporting functions will provide participants with insight into how Migration is progressing. It is important to familiarise yourself with this system as it will be key to managing your migration.

Baseline Sprint Dates
MHHS Migration starts in October 2025 and runs until May 2027. To keep things structured, Migration will be delivered in nine sprints, each with a Planning, Execution and Retrospective Phase.
At a high-level, the phases cover the following activities:
- Planning Phase is when Suppliers will submit their migration plans (either a forecast or daily committed) via Kestrel. This is consolidated into a Baseline Schedule. Please note that all Suppliers need to submit a migration plan as part of each sprint planning cycle.
- Execution Phase is when Suppliers will execute migrations.
- Retrospective Phase is the period post-Execution to capture lessons learned from the sprint.
