Qualification Background

The Qualification phase of the Programme is in place to assess whether Programme participants that plan to operate in MHHS, have the appropriate systems, processes and controls in place to undertake the Balancing & Settlement Code (BSC) and Retail Energy Code (REC) requirements for the MHHS Design. 

In summary, the high-level Qualification evidence requirements include: 

  1. PIT DBT1: Evidence PIT completion to enter Qualification Testing which will prove specific functional, non-functional and migration related characteristics of systems and processes.
  2. SIT/Qualification Testing: Participants are expected to complete either SIT or Qualification Testing, and document evidence in the Qualification Assessment Document (QAD). 
  3. Placing Reliance: A policy for placing reliance was consulted on to reduce unnecessary duplication of effort for participants when completing the evidencing testing as set out in the 'Placing Reliance' policy. If this policy is  applied, evidence to support it should be provided in the QAD, applying the principles set out in the policy.
  4. Procedural and Governance: All participants are expected to adhere to the processes and procedures of the Code Bodies to fulfil the requirements of the role; evidence for this will be documented in the QAD. ​​​​​​​

Pre-Qualification Submission

All Non-SIT Suppliers, Supplier Agents and Meter Equipment Managers (MEMs), and New Entrant Licensed Distribution System Operator (LDSO) Programme participants are required to provide a Pre-Qualification Submission for MHHS Qualification.

Any changes to previous submissions or new entrant submissions should be made as soon as possible.

Qualification Plans

Retail Energy Code (REC), Balancing & Settlement Code (BSC) and Data Integration Platform (DIP) Qualification Assessment Criteria for MHHS Qualification

To help participants to understand MHHS Qualification under the REC, BSC and DIP, the REC Code Manager, Elexon and the DIP Manager have produced documents detailing their respective assessment criteria for Qualification. 

These criteria are governed under the REC, BSC and DIP Rules, and are hosted on the REC Portal and Elexon website.

All participants, irrespective of their Qualification journey, can use these criteria to gain insight into the approach that the REC, BSC and the DIP Manager have taken to ensure coverage of MHHS requirements during Qualification.

End-to-End (E2E) Sandbox 

The End-to-End (E2E) Sandbox Guidance document was previously issued for industry consultation.

This document sets out the scope for the Sandbox and outlined the key principles supporting the creation, set up and operation of the Sandbox test environment for optional use by Programme participants.

On Tuesday 27 May 2025 the MHHS Programme published the End-to-End (E2E) Sandbox Test Data Approach and Plan for industry consultation.

This document defines a test data approach and provides a view of specific data requirements to support Sandbox Testing in the User Integration Testing (UIT) Environment.
