Early Life Support (ELS) Phase 3 Exit

On Thursday 12 February 2026, the Migration & Cutover Advisory Group (MCAG) agreed that the Programme is operating within acceptable parameters to exit ELS.

Early Life Support Model 

The Early Life Support (ELS) period focused on the early months of the MHHS migration period, where the Programme monitored the performance of the new systems and processes, in conjunction with Code Bodies and Central Service Providers. 

The ELSM set out:

  • The enhanced support that was expected to be in place during the ELS period 
  • The governance approach for the ELS period and roles & responsibilities 
  • ELS operating phases and exit criteria 
  • The key Early Life risk areas, monitoring and performance measures 
  • Risks, assumptions and dependencies

On Tuesday 29 April 2025 the Migration & Cutover Advisory Group (MCAG) approved the baselined version of the Early Life Support Model which you can view below:
