Qualification Approval Process

All participants seeking to operate in the new MHHS arrangements will be subject to a Qualification approval process following submission of their Final Qualification Assessment Document (QAD) and before Service Activation begins.
The approval process will look different for participants depending on their market role(s), as outlined below:
- Suppliers and Licensed Distribution System Operators (LDSOs) will require approval from the Data Integration Platform (DIP) Manager, Balancing & Settlement Code (BSC) Performance Assurance Board (PAB) and Retail Energy Code (REC) Code Manager
- Meter Operator Agents (MOAs) (also known as Metering Equipment Managers (MEMs)) will require approval from the DIP Manager and REC Code Manager only
- Data Services will require approval from only the DIP Manager and BSC PAB
In line with the update at the Qualification Working Group (QWG) in July 2025, information on the BSC PAB and REC approval processes is set out in the sections below.

The BSC PAB approval process
The BSC PAB conducts and administers activities to provide preventative assurance that all participants under the BSC arrangements are suitably qualified to minimise Settlement Risk in the market.
Participants under the BSC arrangements should be aware of the below:
- Participants will be made aware of their targeted PAB meeting date before their application going for approval
- Participants Qualification application will be presented to PAB by the Qualification Service Provider and Elexon Qualification Analysts, with support from the Programme
- The BSC PAB are volunteer industry Subject Matter Experts (SMEs) and are the decision-making body for BSC MHHS Qualifications. They are not carrying out detailed assurance themselves such as re-reviewing participants QADs, but receive a summary of Qualification activities along with any work-off plans and Elexon recommendations

- Participants will receive a Qualification letter via email from the BSC PAB Chair on the outcome of the BSC PAB decision, and the Service Activation team will be notified of Qualifications


The REC approval process
Participants under the REC arrangements should be aware of the below:
- The REC PAB is responsible for setting the policy, approach and risk appetite for MHHS Qualification under REC, and taking key decisions on the nature, extent and timing of assurance activities
- The REC PAB has delegated individual Qualification decisions to the REC Code Manager
- The REC Code Manager will therefore approve participants Final QAD via the QAD Portal and not via a PAB meeting
- Approvals will be on a rolling basis from when the Director Sign-off is submitted, but will be reviewed within the same timeframes as the BSC PAB approval and in line with the Qualification Approach and Plan (QA&P)
- The REC Code Manager will update the REC Party Register to confirm when a participant is MHHS Qualified in specific role(s) and will also send an email to notify the REC Contract Manager and relevant industry parties, including the Service Activation team
