Migration Baselined Documents Repository


On this page you can find relevant Migration baselined documents including the Migration Framework artefacts. All the documents on this page were baselined by the Migration & Cutover Advisory Group (MCAG) and its predecessor, the Testing & Migration Advisory Group (TMAG) between November 2023 and April 2025.

The Migration Framework artefacts detail the principles, controls, roles, processes and responsibilities regarding Migration, as well as the role of the Migration Control Centre (MCC) and its activities and interactions with participants.

The Migration Thresholds document defines the upper thresholds that limit the number of migrations that can be initiated across Industry on a particular day. The document also breaks down the thresholds to the Licensed Distribution System Operator (LDSO) level. This ensures that LDSOs are aware of the maximum number of migrations they will be expected to support. 

Appendix 1 summarises the modelling that was used to define the thresholds for LDSOs as set out in the Migration Thresholds document. 

The M15 Acceptance Criteria document defines the acceptance criteria for M15, including the Meter Point Administration Number (MPAN) states that will be 'acceptable' and 'unacceptable' at M15. M15 is currently defined as "Full Transition Complete", i.e. all MPANs have been migrated to the MHHS arrangements, and none remain in the legacy arrangements. 

The Migration, Cutover and Data Strategy document sets out the strategy and approach the MHHS Programme followed to develop a suite of policies, processes and other artefacts to support Migration, Cutover, Data Cleansing and Population. The document also details the strategic principles that the Programme followed to develop these detailed artefacts, as well as the timescales under which the development occurred.
