End-to-End Sandbox Test Data Approach & Plan
The MHHS Programme published the End-to-End (E2E) Sandbox Test Data Approach & Plan for industry consultation.
This consultation closed on Friday 6 June 2025. Thank you to everyone who responded.
The End-to-End Sandbox Test Data Approach & Plan document aims to define a test data approach and provides a view of specific data requirements that will support Sandbox Testing using the User Integration Testing (UIT) environment.
Sandbox testing in the UIT environment is provided on the basis of being supported by the same Test Harnesses used for Non-Systems Integration Testing (Non-SIT) Qualification Testing, it therefore relies heavily on the Qualification Test Data Approach and Plan documents for both Non-SIT Licensed Distribution System Operators (LDSOs) and Non-SIT Supplier & Agents, as the process used for E2E Sandbox in the UIT environment will essentially be a repeat of the same approach as used for Qualification Testing.
This document is a child document of the E2E Sandbox Guidance document which establishes a clear scope for Sandbox Testing. So, you should read this document in conjunction with the E2E Sandbox Guidance document, which is available further down this page.
All comments were triaged and the document was presented for discussion at the Qualification Working Group (QWG) on Tuesday 10 June 2025. On Thursday 19 June 2025, the Qualification Advisory Group (QAG) formally approved the document, which you can view below:

End-to-End Sandbox Guidance
The End-to-End (E2E) Sandbox Guidance document sets out the scope for the Sandbox and outlines the key principles supporting the creation, set up and operation of the Sandbox test environment for optional use by Programme participants.
The Code Bodies have updated this document to version 2.4 with principles previously socialised via the Qualification Test Execution Forum (QTEF). Changes made to the document are minor and include:
- Figure 2 timeline updated in Section 5
- Inclusion of Section 9.3.1 “Entry Criteria for Supplier and Agent Sandbox Testing”
- Additional bullet within Section 9.11 “Defect Management” confirming Qualification Testing (QT) defect resolution priority vs. Sandbox defects

Non-SIT Supplier & Agent Sandbox Testing Proforma
Non-SIT Suppliers and Agents interested in using the Qualification Testing Framework (QTF)-supported Sandbox environment must complete the Sandbox Testing Proforma, available below:
Non-SIT Supplier & Agent Qualification Sandbox Testing Proforma
The proforma should be completed in its entirety and submitted to the Qualification Testing team at MHHSQualificationSandbox@elexon.co.uk at least one month before completing Qualification Testing (QT).
The Sandbox provides a flexible opportunity for Non-SIT Suppliers and Agents who wish to complete supplementary testing in the QTF after the QT phase.
