Data Cleanse Plan
The purpose of the Data Cleanse Plan is to set out the data improvement activities that Programme participants need to undertake, to ensure that data is of the required quality and completeness before the cutover to the new arrangements at M10 and the start of migration at M11.
The MHHS Data Cleanse Plan was baselined at the Migration & Cutover Advisory Group (MCAG) meeting on Tuesday 22 July 2025.

Data Cleanse Plan Closure Report
The activities set out within the Programme Data Cleanse Plan have now been completed. To provide a summary of the activities that were undertaken, the Programme has published the Data Cleanse Closure Report, which you can view below:
MHHS Programme Data Cleanse Closure Report
The report includes the following key information:
- Meter Point Administration Number (MPAN) Migration Exclusion List, detailing:
- MPANs with attributes that cannot currently be migrated
- Remedial actions required for each MPAN before Migration
- Guidance for Suppliers to ensure excluded MPANs are appropriately managed within Migration planning and not migrated in error
- Final reporting figures for each of the data cleanse categories
- Observations and recommendations for Code Bodies and Market participants regarding potential future performance assurance monitoring and/or additional data cleansing initiatives
- Industry Change, via Retail Energy Code (REC) or Balancing & Settlement Code (BSC), required to resolve design issues which must be implemented before those MPANs, which are impacted, are migrated
The report has been discussed at the Data Cleanse Working Group (DCWG) and written in conjunction with the Code Bodies. The Programme will walk through the published version at this month’s DCWG on Thursday 30 October 2025, where they intend to formally close the Working Group.
