Celebrating a major achievement: MHHS Programme Milestone 14 (M14) approved!
◆ Published: 28/10/2026
M14 marks the point when all Suppliers must have systems and services in place to accept Meter Point Administration Number (MPANs) under the new MHHS Target Operating Model (TOM). This means that all MHHS participants must have been fully qualified under the Balancing & Settlement Code (BSC) and Retail Energy Code (REC).
This week, the relevant Programme governance forums held extraordinary meetings to gain final confirmation of M14. On Tuesday 27 October 2026, the Extraordinary Programme Steering Group (ePSG) reviewed the M14 Acceptance Criteria and associated evidence, confirming that the required criteria had been met and approved M14. As a result, M14 has been successfully delivered on time, on the planned date of 28 October 2026, marking another significant step in our journey towards MHHS.
To remind participants of the key milestone and governance decisions that took place to get us to this point:
- Extraordinary Qualification & End-to-End (E2E) Sandbox Working Group (eQWG) on Friday 23 October 2026: Recommended to the Extraordinary Qualification Advisory Group (eQAG) that they recommend to ePSG that Tier 1 milestone T1-MI-5000: All suppliers must be able to access MPANs under the new TOM (M14) should be approved.
- Extraordinary Qualification Advisory Group (eQAG) on Monday 26 October 2026: Recommended to ePSG approval of the Tier 1 milestone, as detailed above.
- Extraordinary Programme Steering Group (ePSG) on Tuesday 27 October 2026: Reviewed the M14 decision-making criteria, evidence and eQWG and eQAG recommendations, and approved M14.
We’d like to thank all participants for their continued engagement and preparation leading up to this point. MMHS Qualification has been an ongoing process with ambitious timescales and has required considerable investment of time, energy and resource from everyone involved. This has demonstrated fantastic industry collaboration, across Programme participants, Code Bodies and the Programme.
This milestone represents a pivotal point in the Programme as we collectively drive toward full migration completion by M15 and transition to new settlements at M16.
