Elexon Helix Supplier of Last Resort (SoLR) Consultation

On Tuesday 27 May 2025, the Supplier of Last Resort (SoLR) consultation was published for industry review.

This consultation is now closed. Thank you to everyone who responded. 

Working in conjunction with the MHHS Programme, the Retail Energy Company (RECCo) and the Data Integration Platform (DIP) Manager, Elexon was asked to develop, consult on and baseline an effective and efficient Supplier of Last Resort (SoLR) process to be used if there is a SoLR event during the transition to MHHS. 

As a consequence, the Elexon Helix Programme consulted on the following documents, which you can still view in the library below:

1. Supplier of Last Resort (SoLR) Consultation 
2. SoLR DIP Guidance
3. SoLR Process Map

Elexon's Helix Programme developed these documents to inform Programme participants and the MHHS Programme of further detail on the Supplier of Last Resort. 

The SoLR Working Group has reviewed all the consultation feedback and Elexon's responses. Elexon has updated these documents, which you can view in the library below.

There are a few residual tasks still being worked through with interested Parties: 

• Ensuring Distribution Use of System (DUoS) Billing process during SoLR event is deliverable
• Assessing full impact of Industry Standing Data (ISD) updates on other industry processes

Elexon continue to work with affected parties over the coming weeks to ensure that solutions are in place for M10.
