Qualification Wave Reallocation PPIR
As set out in CR055: Amendments to M10 and Corresponding Milestones, the following Waves are planned for Qualification Testing:
Code Bodies wish to support participants wanting to move Qualification Wave in response to CR055 as much as possible, whilst also managing risk to the Programme delivery timelines and in particular M10.
In light of this, Code Bodies discussed an approach at the October Qualification Working Group (QWG) and Qualification Advisory Group (QAG) to not consider increasing the size of Wave 1, as it already carries the highest risk due to it being managed in parallel with Systems Integration Testing (SIT) and Licensed Distribution System Operator (LDSO) activities for M10 and the inherent risks associated with running the Qualification Assessment Document (QAD) and Qualification Testing (QT) processes at scale for the first time (although tested in advance). Additionally, if a participant is well prepared and moves quickly through Wave 2 it can qualify on a similar timeline to Wave 1 to meet the opening of the Non-SIT Migration window in March 2026. Code Bodies set out a position looking to support participants wishing to move between Qualification Waves 2, 3, and 4.
Subsequent to the October QWG, the Programme, as part of a post-CR055 assessment of the Programme Plan, is looking to ensure all post-M10 milestones (the three key milestones being M14, M15 and M16) have rigorous control mechanisms in place. We want to ensure that participants have been provided all opportunities to qualify and migrate as efficiently as possible. To this end, the Programme would also like to ask Programme participants if they had the option to move to Wave 1, would they like to take up this option.

This PPIR is by no means a commitment to enabling participants to move Qualification waves. Any inputs/feedback will be analysed to risk assess the feasibility of offering any wave movements. All current assumptions that drive wave allocations at present remain valid unless the risk assessment exercise between Code Bodies and the Programme indicates otherwise. This exercise was an effort to assess if there is an opportunity to drive efficiencies and deliver at better pace and quality.
Code Bodies will carefully consider requests for wave reallocation in totality, submitting a request does not mean that this has been accepted by Code Bodies. Parties should continue to plan on the basis of their current wave until any change has been confirmed by Code Bodies.
If you wished to move Wave and this is subsequently able to be supported by Code Bodies, you will be asked to submit a Wave Reallocation Submission form. This will ask you to confirm that you have Placing Reliance arrangements in place that facilitate the change of wave (i.e. that any Programme participant that you are placing reliance on will have already completed relevant SIT or Qualification Testing) and provide updated Pre-Integration Testing (PIT) details that support the proposed change.
